Strike 2: Mactan Rock bags Mansilingan injection point

BACOLOD City – Mactan Rock Industries, Inc. dominated the two-day bidding for the Bacolod City Water District’s (Baciwa) bulk water supply project.

Like Wednesday’s bidding for the supply of water to the Barangay Granda injection point, Mactan Rock was the only company that joined Thursday’s bidding for the Barangay Mansilingan injection point.
Based on its bid documents, Mactan Rock is capable of entering into a P55-million bulk water supply project that will span 25 years, said Baciwa’s Bids and Awards Committee chairperson Jenelyn Gemora.

Gemora pointed out that the Government Procurement Reform Act allows a bidding to push through even with only one participant.

Mactan Rock offered a bidding price of P9.85 per cubic meter of water for the Mansilingan injection point, said Gemora.

Baciwa’s ceiling price was P10 per cubic meter.

Gemora, however, stressed that Baciwa will still inspect the site to assess Mactan Rock’s compliance with the project terms.

If Mactan Rock fails the on-site inspection, another bidding will be held, said Gemora.

The Mandaue City, Cebu-based company is expected to deliver a daily water supply of 9,842 cubic meters to the Granada injection point and 6,500 cubic meters to the Mansilingan injection point.

Operated by Antonio Tompar, Mactan Rock partnered with TUBIG Pilipinas Group, Inc. and TGV Builders, Inc. for the bulk water project.

Its area manager, Elvira Benedicto, represented the company during the two-day bidding. Mactan Rock also supplies several other water utilities in the country, she said.

Benedicto also appealed to some groups that doubt the company’s ability to upgrade Baciwa’s services to “stop complaining.”

“Our main purpose is to serve Baciwa,” she said. “We do only what is legal.” She added that the company studied the proposal for five years.

Mactan Rock offered P9.85 per cubic meter for the Mansilingan injection point and P8.85 for the Granada injection point because the pipeline in Mansilingan is farther from the water source than that in Granada, she explained./PN
