The board of the Bacolod City Water District decided unanimously to award the P1.2 billion Bulk Water Supply project to the sole bidder, Mactan Rock Industries Inc. and its partners, Tubig Pilipinas and TGV Builders Inc., Board Member David Villanueva, said yesterday.
The decision was made by the Baciwa Board, during its regular meeting, Wednesday, after reviewing and deliberating on the recommendation of the bids and awards committee and the technical working group, Villanueva said.
He also said the MRII has passed the minimum requirements as specified in the terms of reference stipulated under Republic Act 9184, or the Government Procurement Reform Act.
Although the project has been awarded to the MRII, Villanueva said they will still finalize the conditions in the contract. He said that aside from technical requirements, the legal requirements should also be satisfied, especially the financial requirements.
The copies of the approved contract of Baciwa will be sent to the MRII for signing, before a notice to proceed will be issued to the MRII.
Villanueva also said that what is important for them is for the MRII and its partners to assure that they can finish the project within the 18-month period.
He said the Baciwa is given a maximum of 28 days to finalize the procedure before issuing the Mactan Rocks a notice to proceed.
Meanwhile, Bacolod Mayor Monico Puentevella said yesterday that he has no objection and respects the decision of the Baciwa board since he said the city needs all the water it can get.
“Whatever they (Baciwa board) decided, they would also know best,” Puentevella said.
He said he is planning to sit down with the Baciwa board since there are big water companies in the country that are offering to present some projects for the city.*SGG
